Mayor Harlowe called the meeting to order at 7:00 p.m. and gave the invocation.

Adopt/Amend Agenda: Tom Runnett made a motion to approve the agenda as amended; this was seconded by Roy McGehee with 0 opposed.

Town Council meets for its regular session on the second Monday of each month at 7:00 p.m. Persons wishing to be heard or having an item to be placed on the agenda should make their request to the Clerk of Council by the final Monday of the month preceding the meeting.

Approval of the November 13, 2015 Minutes: Tom Runnett made a motion to approve the minutes as amended; this was seconded by William Thomas with 0 opposed.

Approval of the November Bills to be Paid: Tom Runnett made a motion to approve the December Bills to be Paid; William Thomas seconded the motion with 0 opposed. Roll call was taken, all in favor.
Town Attorney’s Report: Mr. Maus stated no changes or additions to the report.
Standing Committee Reports: No Report
Beautification/Anti-Litter Committee: William Thomas reported that the town is beautiful.
Budget & Finance Committee: No Report
Building Committee: Mineral Shakes is closed till the middle of March. Sal Luciano stated it will be approximately $500.00 to adjust the clerk countertops down for the DMV. William Thomas motioned to cut down counter top 4 inches; Tom Runnett seconded the motion with all in favor. Roll Call was taken, all in favor.
Cemetery Committee: No Report

Economic Development Committee: It appears that Mr. Byrd is getting close to having his new office spaces available.
Personnel Committee: No Report
Police & Legal Matters Committee: No Report
Streets Committee: William Thomas motioned to allow a handrail to be installed at Sherry Snip & Style as long as VDOT will allow it; Michael Warlick seconded the motion with 0 opposed.
Walton Park: No Report
Water & Sewer Committee: No Report

OLD BUSINESS:

Ordinance for Yard Sale: Mr. Maus drafted a yard sale ordinance, as he was directed by council to do at the last meeting. Tom Runnett made a motion to table this till April 2016; this was seconded by William Thomas with 0 opposed.

NEW BUSINESS:

2016 Holidays: Tom Runnett made a motion to accept the holiday schedule as presented; this was seconded by William Thomas, with 0 opposed.
2016 Council Schedule: Tom Runnett motioned to accept the Council Meeting schedule as presented; this was seconded by Michael Warlick, with 0 opposed.
Lease Options for Well, Spring, & Dump Property: The Council is not interested in leasing the property for hunting purposes, it needs to be posted.
Comcast Franchise Agreement: William Thomas made a motion to sign the informal contract with Comcast subject to Comcast paying advertising fees; this was seconded by Roy McGhee with 0 opposed.
Tom Runnett made a motion to go into close session for the purpose of discussing litigation with the Louisa County Water Authority under Virginia 2.2-3711A7; Michael Warlick seconded the motion with all in favor.
Tom Runnett made a motion to adjourn the meeting; Roy McGhee seconded the motion.
