January 12, 2009

Roll Call

PRESENT:Council Member Brooks Besley, Roy McGeHee, Roy Payne and Bernice Wilson-Kube; Vice-Mayor Pam Harlowe; Mayor Edwin Keller.
ABSENT:Council Member William Thomas.

Approval of December regular meeting minutes
Roy McGeHee made a motion to approve minutes as presented. Brooks Besley seconded the motion. Motion passed 5/0 with None voting in the negative.

Approval of January bills to be paid
Roy Payne made a motion to accept bills a presented. Roy McGeHee seconded the motion. Motion passed 5/0 with None voting in the negative.

Standing Committee Reports:

Beautification / Anti-Litter Committee: Wreaths were put up and have now been taken down.

Budget & Finance Committee: February's council meeting will be continued and a budget workshop may be held then.

Cemetery Committee: No report

Economic Development Committee: The committee will pursue the Main Street Program and Mineral Business Association.

Personnel Committee: No report

Police & Legal Matters Committee: Roy Payne made a motion to table the decesion for the Crime Solvers letter. Roy McGeHee seconded the motion. Motion passed 5/0 with None voting in the negative.

Streets Committee: No report

Walton Park Committee: No report

Water & Sewer Committee: Two valves have been found, probably from the installation of the 1936 water system, both valves are stuck. We have ordered a clamp for the water leak behind the VFW.

New Business:

Decision on Town stickers
Bernice Wilson-Kube made a motion to do away with town stickers and send out a bill for the prorated $15.00. Roy McGeHee seconded the motion. Motion passed 5/0 with None voting in the negative.

Changes to code - Bernice Wilson-Kube made a motion to adopt the new town code and also accept the changes. Pam Harlowe seconded the motion. Motion passed 5/0 with None voting in the negative.

Bernice Wilson-Kube made a motion to adopt the ordinance to revise, consolidate, amend, and codify the general ordinances of the Town of Mineral. Roy Payne seconded the motion. Motion passed 5/0 with None voting in the negative.

Budget workshop - set date if desired - This was taken care of during the budget and finance committee.

Comp. plan - Joint meeting with planning commission - A joint public hearing was scheduled for the February's Council meeting between the Town Council and planning commission.

VRWA - presentation to Council - Schedule this presentation for the March Council meeting.

Electrical work at maintenance shop - entire service needs to be replaced - VOSA came to the shop and determined that there are some violations. Roy Payne made a motion to get the electrical work updated. Bernice Wilson-Kube seconded the motion. Motion passed 5/0 with None voting in the negative.

Board of Zoning appointments - This was discussed in the managers report.

Shovel ready projects - The Town Manager will compose a letter of intent of proposed work and forward it to Council before sending it to the necessary parties.

Resolution to join Virginia Main Street Program - Roy Payne made a motion to adopt the resolution. Bernice Wilson-Kube seconded the motion. Motion passed 5/0 with None voting in the negative.

DMV Work - Mr. Harper informed the Council of the situation of the outstanding repos that need to be done. This was discussed at length. Council concurred with allowing DMV clerks to catch up the repos on off days.

Old Business:

Adoption of new Town code - This was done under new business.

Closed Session: Closed session was done at the beginning of the meeting.
