Minutes of Town of Mineral Council Meeting

Roll Call

PRESENT:Council Member Brooks Besley, Roy McGeHee, Roy Payne, William Thomas and Bernice Wilson-Kube; Vice-Mayor Pam Harlowe; Mayor Edwin Keller.
ABSENT:None.

Brooks Besley made a motion to accept agenda. William Thomas seconded the motion. Motion passed 6/0 with none voting in the negative.

Approval of March regular meeting minutes and Sarkis Satian public hearing minutes held on March 28, 2007
Roy Payne made a motion to accept regular meeting minutes as presented. Brooks Besley seconded the motion. Motion passed 6/0 with None voting in the negative.

Brooks Besley made a motion to accept public hearing minutes. Bernice Wilson-Kube seconded the motion. Motion passed 6/0 with None voting in the negative.

Approval of April 2007 bills to be paid
Roy Payne made a motion to accept bills to be paid. William Thomas seconded the motion. Motion passed 5/1 with Bernice Wilson-Kube voting in the negative.

Town Manager's report

Standing Committee Reports:

Beautification / Anti-Litter Committee: The Mayor stated that it would be a good idea for Mrs. Wilson-Kube and Mrs. Harlowe to attend the meeting at Walton Park with the Virginia Tech Design Assistance students. The beautification committee met this month and has decided on the banners they would like to place on Mineral Avenue and Louisa Avenue. The total cost is $2,199.00. The banners need to be ordered by the 16th of April to receive a discount. The committee would like for the Town Council to give their opinion on which type of banner. Roy Payne made a motion to have the beautification committee purchase 12 banners with the dogwood display. Roy McGehee seconded the motion. Motion passed 6/0 with None voting in the negative.

Budget & Finance Committee: William Thomas wanted to discuss one main item, the VRS. He recommended last year that the staff look into our participation in the VRS program for the employees. Mr. Thomas would like for this council to consider not only the board participation in this but also paying the employees 5% contribution. This would take salaries off of the table expect for Mr. Harper's. Mr. Thomas stated that this is a great benefit for the employees. Mr. McGhee stated that he feels that this is a good idea and he feels that it is a benefit to the employees.

Cemetery Committee: Mr. Besley asked what the outcome of the monitoring wells was. Mr. Harper stated that the monitoring wells are holding some water. The engineers have not yet been contacted on this problem and this situtuation is being monitored. Mr. McGehee asked if there was a limit on the amount of solar lights on each grave. Mr. Harper stated the cemetery committee could determine the rules as they feel necessary.

Economic development: Mrs. Wilson-Kube asked if the Town Manger had contacted Ms. Ware pertaining to VDOT's response to the angle parking. The Town Manager had not contacted Ms. Ware yet, he was waiting on the Council's decision on this situation. Mr. Thomas stated there should be some sort of recognition to business owners that come to the Town of Mineral such as a certificate or resolution. Mr. McGhee stated the trash dumpsters near Mineral Express Lane are occupying part of the road. Mr. Harper stated this is something a survey could determine.

Personnel Committee: No Report

Police & Legal Matters Committee: A couple of days last week Mr. McGehee did a little survey using radar and determined the average speed being 38 to 39 miles per hour while setting at the old lagoon. He also sat at Besley Implements and the average speed being between 32 and 35 miles per hour. Mr. Thomas asked if any speed had been checked near his home. Mr. McGhee stated that he hopes to get a chance to do a check there.

Streets Committee: Mr. McGehee stated that none of the back streets near 7th Street have street signs. The Town manager will check into this.

Walton Park Committee: The Virginia Tech Design Assistance students will be coming on April 17th to start their study of Walton Park.

Water & Sewer Committee: Mayor Edwin Keller stated that he would like to thank Willie Harper for his work with the telemetry system. Pam Harlowe asked if the water & sewer survey had been completed yet for the rain water. Mr. Harper stated that the survey had been extended due to some technical difficulties. The equipment was taken up either Friday April 6th or today April 9th and results should be back within 3 weeks.

New Business:

Surplus of cemetery lawn mower - Presently the lawn mower is disassembled and is not operatable. Roy McGeHee made a motion to declare the mower surplus property and the Town Manager will investigate on how to dispose of this. Brooks Besley seconded the motion. Motion passed 6/0 with None voting in the negative.

Old Business:

Sarkis Satian proposed project - decision. Roy Payne made a motion to adopt the resolution for the approval of the PUD project. William Thomas seconded the motion. Discussion followed. Motion passed 5/1 with Bernice Wilson-Kube voting in the negative. Mrs. Wilson-Kube does not feel it is a good idea to double the town population and have homeowners maintain their streets.

Old Mineral Elementary School - status update Mr. Maus stated that the letter had not been written since the last council meeting due to his schedule. Mr. Maus stated that he would get this letter out by the end of the week. Mr. Thomas stated that the Town attorney had not done the task that Town Council asked him to do. Mr. Thomas stated this would be allowed this time, but this is not to happen again.

Bernice Wilson-Kube made a motion to go into closed session pursuant to VA code 2.2- 37 11 A1 and 2.2- 37 A7. Pam Harlowe seconded the motion. Motion passed 6/0 with None voting in the negative.

Roy Payne made a motion to go back into open session. Brooks Besley seconded the motion. Motion passed 6/0 with None voting in the negative.

Roy Payne made a motion to continue the meeting until April 24, 2007 where a joint meeting will be held with the Town of Louisa to discuss the 22/208 corridor between the towns. Bernice Wilson-Kube seconded the motion. Motion passed 6/0 with None voting in the negative.
