Roy Payne made a motion to approve agenda. Brooks Besley seconded the motion. Motion passed 5/0
with None voting in the negative.
Approval of June regular meeting minutes
Roy Payne made a motion to approve June minutes as presented. Brooks Besley seconded the motion.
Motion passed 5/0 with None voting in the negative.
Approval of July 2007 bills to be paid
Mrs. Wilson-Kube asked for the division of the attorney bills pertaining to Jarvis case.
Pam Harlowe made a motion to approve July 2007 bills to be paid, without the attorney bills pertaining to the Jarvis matter. Brooks Besley seconded the motion. Motion passed 5/0 with None voting in the negative.
Brooks Besley made a motion to approve attorney bill pertaining to the Jarvis matter. Roy Payne seconded the motion. Motion passed 4/1 with Bernice Wilson-Kube voting in the negative.
Standing Committee Reports:
Beautification / Anti-Litter Committee: Bernice Wilson-Kube reported that the volunteers and beautification committee were watering the newly planted flowers at the ball field. The historical society would like to do the Christmas tree lighting ceremony again this year, the date picked is December 2, 2007.
Budget & Finance Committee: No report
Cemetery Committee: The new cemetery sign was installed on July 6, 2007.
Economic Development Committee: No report
Personnel Committee: Valtine, the part time help, will not be picking up trash during the summer months.
Police & Legal Matters Committee: The speed limit signs have been installed on 5th Street and St. Cecilia.
Streets Committee: No report
Walton Park Committee: The Virginia Tech design group will have someone come to the park later this week and also someone will be at the Bluegrass Festival.
Water & Sewer Committee: The water situation at the Mineral Trailer Park was discussed. This should be evaluated on an annual base.
New Business:
PPTRA Resolution - William Thomas made a motion to approve the PPTRA resolution. Roy Payne seconded the motion. Motion passed 5/0 with None voting in the negative.
VRS Resolution - Roy Payne made a motion to approve the resolution to join VRS. William Thomas seconded the motion. Motion passed 5/0 with None voting in the negative.
Old Business:
Award of backhoe/mini-excavator bid - The Town manager gave a brief description of the bid process for the backhoe and the pros and cons of each piece of equipment. Roy Payne made a motion to purchase the John Deere 110 at the price of $27,800.00. William Thomas seconded the motion. Motion passed 5/0 with None voting in the negative.
Bishop Memorial - This was discussed and Mrs. Wilson-Kube will meet with the Historical Society for the discussion of the placement of the memorial. This will be discussed more at next months meeting.
Roy Payne made a motion to go into closed session for the purpose of discussing personnel and acquisition of property pursuant to VA Code 2.2-37 11 A1 and VA Code 2.2-37 11 A3.. Brooks Besley seconded the motion. Motion passed 5/0 with None voting in the negative.

William Thomas made a motion to pay the employee s 5% of VRS, this will be the employees rate increase, along with the other salary increases discussed in closed session seconded by Roy Payne. Motion passed 5/0 with None voting in the negative.
