Minutes of Town of Mineral Council Meeting
September 8, 2008

Public Comments
Patricia Mahone on behalf of Mineral Historical Foundation invited everyone to the Mineral Historical
Foundation Fair on September 20, 2008.
Tex Pierce stated that at the last meeting he did not intend to interrupt the meeting he was only asking
for clarity of the motion. Mr. Pierce also asked how the Council passed an 87% water increase when Council
advertised only 67%. The budget also did not include the proposed rates which is required by law. Mr. Pierce
also stated that the paper that was handed out the numbers did not match. Mr. Pierce also questioned the
meals and transient occupancy tax and how it was passed, saying he believed it required a 2/3 vote to do,
and Council did not have it.
Adopt Agenda (add or take away items at this time)
Under new business add Stephen Wunsh's proposal for next year
Presentation of yearly audit by Steve Wunsh. The water and sewer fund suffered a net loss this year of $112,310.
This was subsidized by the general account. The Town over all is in good shape. William Thomas made a motion to
accept the minor amendments made by Mr. Wunsh to the Town of Mineral financial statements. Roy Payne seconded
the motion. Motion passed 5/0 with None voting in the negative.
Roy Payne made a motion to accept the audit as presented by Mr. Wunsh. Brooks Besley seconded the motion.
Motion passed 5/0 with None voting in the negative.
William Thomas made a motion to go into closed session for the purpose of discussing actual litigation
pursutant to VA Code 2.2-37 11 A7 . Brooks Besley seconded the motion. Motion passed 5/0 with None voting
in the negative.
Roy Payne made a motion to go back into open session. Bernice Wilson-Kube seconded the motion. Motion passed
5/0 with None voting in the negative.

Public Hearing BPOL - The Mayor opened the public hearing. Mr. Maus gave a brief description of the state
of the existing BPOL rates and the amount you may charge. There were no public comments. Mr. Maus will
draft an ordinance for the Council to act on at the next meeting. The Mayor closed the public hearing.
Approval of August regular meeting minutes
Bernice Wilson-Kube made a motion to accept the minutes as amended. Brooks Besley seconded the motion.
Motion passed 5/0 with None voting in the negative.
Approval of September bills to be paid
Roy Payne made a motion to accept the bills to be paid as presented. William Thomas seconded the motion.
Motion passed 5/0 with None voting in the negative.

Beautification / Anti-Litter Committee: Phase 2 of the banner project will be finished, with the installation of the last three banners.

Police & Legal Matters Committee: There was a complaint concerning speed. Mr. McGehee will contact the complainant Wednesday September 10, 2008.

Mr. Wunsh's proposal for 2008/2009 - Roy Payne made a motion to accept the proposal as presented. William Thomas seconded the motion. Motion passed 5/0 with None voting in the negative.
